Bad road connectivity along border is national security issue: CM Pul
ITANAGAR Jul 8: Poor connectivity with dilapidated suspension bridges and culverts besides poor maintenance of porter tracks to the routes leading to various forward posts of the state like Chaglagam, Kibithu, Hotspring, Rocham, Kapapu, Tapatui, located near the international border with China is a matter of grave concern for the safety of the country, said Chief Minister Kalikho Pul.
He said this in a meeting with the Assistant Commandant of Indo-Tibetan Border Police of 25th Battalion C Company, Ravinder Dahiya who called on the Chief Minister in Itanagar on Friday.
The CM has advocated for proper maintenance of border roads connectivity and provision of comfortable accommodation with basic facilities to defence personnel serving in the frontier state.
CM has lauded the services rendered by the ITBP defence personnel in this frontier state, who serves by enduring all types of difficulties owing to tough terrains and harsh climatic conditions in border areas. He said, to facilitate for easy and faster movement of defence forces along the borders, connectivity in the border areas need to be improved to a great extent.
He assured to repair and maintain the border roads, dilapidated suspension bridges and foot tracks as well as to construct new suspension bridges, culverts and huts for their camp wherever necessary.
On being apprised that the ITBP personnel of the companies deployed at Raj Bhawan, CM Bungalow, State Assembly, Civil Seretariat and MLA Cottage in the state capital are staying in deplorable buildings with poor water and electricity supply and leaked roofs, Chief Minister immediately instructed the Executive Engineers of Departments of Power, PHED and PWD to inspect the buildings of all the locations at the earliest.
He further directed them to start the renovation work of the buildings by next week and to make provision for 24 X 7 water and power supply. He also asked them to properly renovate toilets, kitchen, dining hall and the approach road where found necessary with parking place within three months.
Assistant Commandant apprised the Chief Minister about the problems faced by the ITBP personnel in connection with the border roads connectivity and accommodation and also expressed their thankfulness to his concern for them.

NSCN(R) accuses AR of violation of human rights, questions dual policy of centre
ITANAGAR, Jul 8: The NCSN/GPRN (Government of the People's Republic of Nagaland)-Reformation strongly condemned the killing of four of its cadres by I6 Assam Rifles at Kheti village under Tirap and termed it a blatant violation of human rights.
According a statement from the Ministry of Publicity, NSCN/GRPN-Reformation, all of them were captured alive and later killed mercilessly.
"After committing all possible atrocities on the cadres, they first killed two of them playfully making them as live human target while the other two were killed from point blank range mercilessly to hide their heinous crime," it claimed.
This act of the Assam Rifles has once again displayed and proved beyond doubt the hatred they nurture towards the Nagas and to suppress the Naga people through brutal force in spite of all our good will and efforts to understand each other's political situation, the release said.
Terming the killing as another glaring example of GOI's dual policy towards the Naga people, wherein, on the one hand they talk about peace and resolving the issue through negotiation and on the other hand, engage in killing the Nagas through its forces and scuttle the Naga voice, the statement further said that the attempts of the security forces to demoralize the cadres will never bear any fruits.
Two out of the four killed had recently joined NSCN (R) from the NSCN-K in the quest for peace after the latter abrogated the ceasefire with the Government of India while other two were civilians, the press statement added.
On Thursday four cadres were killed by Assam Rifles in Kheti village near Khonsa, the AR had said that the cadres were killed because they attacked the troop, which has now been denied by the NSCN (R).
APESA for counter- mechanism to control extortion
ITANAGAR, Jul 8: Claiming that many contractors from mainland have left the state because of extortion, Arunachal Pradesh Engineering Service Association (APESA) suggested for devising appropriate process of counter- mechanism.
Such practice will hugely affect all round development of the state and may lead to practices of uncheck corruption and pilferage in project implementation, its memorandum to the chief secretary submitted on Thursday read.
The association said that the extortion case of Pasighat PWD Division, Executive Engineer, Tameng Jamoh be fast tracked and that the culprit be booked under relevant section of law.
The association also demanded adequate security to the engineers so that no undue pressure or threat is exhorted upon them.
In a separate press statement, APESA appealed the top hierarchy of state govt. to refrain from entertaining documents/representations of elements which lead to unnecessary pressure tactics on sub-ordinate officers.
'Unless various forms of direct and indirect forceful extortions like- demand through life threatening/blackmailing, seeking financial assistance by various groups/organizations on flimsy grounds, sale of costly housie tickets, unjustified forceful donations, sale of exorbitant lottery tickets etc are done away with, the menace of such activities will flourish unchecked and the aggrieved shall continue to suffer silently. Such activities need to be reported promptly if not acted upon suo-moto by law enforcing authority,' it further added while appealing to the civil societies to condemn the act.
"Apna Lohit" android mobile app launched
TEZU, Jul 8: Lohit District Administration has demonstrated its commitment to realize the idea of Digital India by launching "Apna Lohit" android (free) mobile app on Friday. It is first of its kind mobile app to be launched by any district of Arunachal Pradesh.
The app, which was launched by Chief Secretary Shakuntala D. Gamlin at District Planning Office, is a brainchild of Lohit Deputy Commissioner Danish Ashraf through which people can get detailed useful information about the district at their finger tips.
The app is like a mini encyclopedia giving detailed information about the history, geography, culture etc of the district, disaster management, Swachh Tezu, first aid guide, Lohit Tourism, One Touch Helpline etc, said DC Ashraf.
To make it more attractive to the young generation and parents a 'Kids Section' has also been added, the DC said adding that "This app is going to be cornerstone of various e-Gov initiatives in the district."
It will also be used as a monitoring tool for various government schemes, he added.

Arunachal focuses on traditional knowledge in environmental conservation
ITANAGAR, Jul 8: Representing Regional Centre of Education (RCE) on Sustainable Development, East Arunachal Pradesh in the 9th Asia Pacific RCE Conference at Cha-am, Thailand, advocate Bulia Pulu focused on the role of traditional knowledge in environmental conservation.
"To minimize the negative impact of climate change, we need to learn from the knowledge of indigenous communities, who use natural resources sustainably and have holistic approach in their day to day life," said Pulu while presenting her paper and highlighting the impact of climate change and the danger posed by it to all living beings, including human.
She focused on how the traditional practices of indigenous communities of Arunachal greatly contribute to mitigate biodiversity loss and maintain ecological balance.
Renowned global environmental leaders Dr. Mario Tabucanon from Japan, Visiting Professor UNN-IAS Jeffrey McNeely, Senior Advisor on Biodiversity and Climate Change Nipon Tangtham, Advisor to Forestry Research Centre, Faculty of Forestry, Kasetsart University, Thailand and UNU-IAS India co-ordinator Unnikrishnan PM were all praise for her unique and focused presentation.
The conference organized by United Nations University, Institute of Advanced Studies (UNU-IAS) from June 26 to July 2 held deliberations on critical issues of climate change, biodiversity and ecosystem services for sustainable development goals, policy and practices.
Apart from deliberations on the main theme and presentation of papers interaction sessions were also held to share each other's learning experiences among the participants from 12 countries.
There are 146 RCEs across the globe as of January 2016 and RCE East Arunachal Pradesh is closely working with UNU-IAS to finalise the action plan for Arunachal Pradesh to create role model in Asia Pacific region.
The RCE on Sustainable Development, East Arunachal Pradesh was led by RIWATCH in the conference.
Pul emphasizes on wireless telecom services in border areas
ITANAGAR, Jul 8: Chief Minister Kalikho Pul has emphasized on internet connectivity and wireless telecom services in all remote and inaccessible areas of the state.
Detailing his plan during a meeting with BSNL officials on Thursday, the Chief Minister gave priority on new GSM mobile connectivity for remote border places such as Anelih, Mipi, Vijaynagar, Pumao, Payum, Tali, Pipsorang, Parsi Parlo, Lada, Thambang, Thingbu and Balemu. Wherever GSM services could not be availed due to connectivity barriers, other means of telecom services such as WLL and Digital Satellite Phone Terminal (DSPT) should be provided, he said.
"The last mile connectivity will be of great help to people living in remote border areas, especially during the natural calamities where information on time can save many precious lives," said Pul. He further said wireless telecom connectivity in the border areas will also be helpful in reporting border intrusions by the enemy forces, attaching great importance in terms of country's security.
Emphasizing on providing full telecom services for all administrative posts, he said mobile connectivity or high speed internet services will enable businesses to grow faster, students to learn more, and government officials to access state-of-the-art services for fast and effective administration. It will also provide latest information on weather forecasts, market prices for commodities which will be great help for agriculturists rural areas.
Regarding the plan to create an "Information and Telecom Highway" along the major highways in the state in order to provide high-speed wireless services, the CM informed that necessary directives will be issued to the state authorities for providing telecom cable duct along the state and national highways to lay high speed optical fibre network. The CM decided to have beforehand the provision for inclusion of telecom cable duct in the DPR of all the proposed highways in the state in order to reduce multiple expenditures.
Further to provide stable and alternate telecom connectivity, the Chief Minister discussed on the plans to use the 132 KV transmission power lines for laying of optical fibre. Necessary directives will be issued on that matter, the CM said and assured all administrative and financial support of the Govt to BSNL's initiatives for a thrust in telecom services in the state. The CM also promised to waive off high electricity bills for the BSNL, and assured to provide new electricity connections at reasonable rates for the telecom services to be expedited.
Pointing out the repeated damage to optical fibre and the resultant disruption of internet connectivity due to road widening and reconstruction work, the Chief Minister issued directives to the highway agencies that proper precautions and care must be taken before commencing of any works.

PRI leaders seeks teachers, vets
ITANAGAR, Jul 8: PRI leaders of Kurung Kumey district have sought subject teachers for various schools of the district.
In its memorandum to the education minister, stating that in most of the schools, junior teachers and sometimes assistant teachers are being entrusted for the post of teacher incharge on pick and choose basis, they requested him to pass necessary directives to assign teacher incharge on seniority basis.
They have further suggested reshuffling of the ministerial staffs of DDSE Koloriang excluding peon and chowkidaar claiming that they indulge in politics breaking office decorum.
In another memorandum submitted to the chief minister, they have requested for posting veterinary doctors with supporting staffs at Sarli and Parsi Parlo circles and at Koloriang HQs. They also sought immediate deployment of the veterinary team claiming that there is outbreak of foot and mouth disease in the areas.
They have also requested posting of adequate doctors in Sarli and Parsi Parlo circles and Koloriang HQs claiming that due to shortage of doctors the patients of these areas have to seek treatment outside incurring heavy expenditure.
The signatories include ZPC Sangha Tagik, ZPM Damin Lokam Pabi and ZPM Sarli Pisa Yafa and former MLA 21st Koloriang Lokam Tassar along with the Anchal Chairperson
Hoardings, banners to be removed in Ita-Nlg
ITANAGAR, Jul 8: The Deputy Commissioner cum District Magistrate Itanagar Capital Complex has directed the Itanagar Municipal Council to remove all hoardings erected at public places.
Stating that the locations where hoardings can be erected will be notified by the competent authority in time, the DC viewed that there is a need for proper regulation of the hoardings in the twin township of Itanagar- Naharlagun.
The order was issued after it was brought to the notice that banners, hoardings have been erected haphazardly by private individuals, firms on the RoW, rooftop of private buildings and private land in the Capital Complex without taking prior permission from the competent authority. Such haphazard erection of hoarding on the RoW not only causes obstruction, risk of accidents but also cause nuisance to the public in general, stated the order.
Meanwhile, door to door collection of garbage was launched in Ward No 15, Itanagar on Friday. Addressing a gathering, the DC asked the residents to extend cooperation to the Municipality in keeping the city clean. The DC accompanied by CMEO, Councilors and MEE inspected the colonies and sensitized the public on door to door collections. The DC also interacted with the residents during which the residents placed their grievances to which the DC assured to look into. DIPRO
Leaders oppose mass transfer of teachers
ITANAGAR, Jul 8: The public and panchayat leaders of Rumgong have strongly objected to mass transfer of elementary school teachers from various schools of their area.
As many as 23 teachers are reportedly being transferred to various schools located in far flung areas, they said in a memorandum to Secretary, Education.
Stating that there are certain norms and guidelines for government employees with regards to their tenure in their place of postings, which is allegedly not being maintained in this instant case, the memorandum demanded immediate retention of all those transferred teachers from Rumgong.
They alleged that the teachers have been transferred and posted against those teachers from Pangin-Boleng assembly segment, who had been posted just after the general election and now transferred back.
They also alleged that the ground for transferring the teachers back to Siang district was medical and their children's education.
Describing it a flimsy ground, the public and panchayat leaders countered that the same problems also apply for those teachers, who were transferred out from Rumgong.
"We do not oppose the coming of the reliever teachers, but we are against the transfer at one go from Rumgong," they said.
Further informing that many schools in Rumgong area have not been functioning properly due to shortage of teachers, they urged the Secretary Education post teachers in those schools and also provide fund for construction teachers quarters, hostels, classrooms etc.
Vanamahotsava observed with planting trees
ITANAGAR, Jul 8: The 67th Vanamahotsava was observed by Likabali Forest Division in collaboration with Govt. Higher Secondary School, Likabali on Friday.
DFO Likabali, B. Taba briefed on the significance of Vanamahotsava to the students and advised them to take part in plantation activities with their parents.
Around 500 saplings were planted in the school premises by the students, teachers and Forest department officials. Range Forest Officer, K. Membom and his team also distributed 500 seedlings to the general public.
Meanwhile, Vanamahotsava was also observed at A.P. Police Battalion headquarters on Friday jointly by State Forest Research Institute (SFRI) and A.P. Police Battalion.
Around 91 saplings were planted along the approach road to upcoming Officers' Mess and its premises at Chimpu by the APP Bn. officers and cadets.
The DFO, Silviculture highlighted on the importance of celebrating Vanamahotsava. The APPBn Commandant also asked every jawan to care and protect three saplings each.
Later, around 1000 saplings of fruit bearing trees, ornamental and soil binding species like Sissam, Uriam and Ajar were handed over to the APPBn for planting in their premises and along the river bank which is prone to soil erosion and landslide.
The APP team was led by Commandant, Tojo Karga while Addl.PCCF (Research & Evaluation) Dr.R.Kemp led the SFRI and Silviculture Division staffs in the programme.
Inter-block sports tournament begins
LONGDING, Jul 8: The Inter-block Youth Sports Tournament organized by Arunachal Youth Organisation, Longding District Unit (AYOLDU) started at Longding General Ground on Friday.
Addressing the inaugural ceremony, Longding Deputy Commissioner Himanshu Gupta has called upon the participants in the tournament to maintain sportsman spirit. He also highlighted the role of youth in state and nation building.
In his address AYO General Secretary Kaling Tasing has appealed to the participants to maintain true spirit of the game and also described the youths as torch bearer of the nation. AYO Vice President Kojum Kino also spoke on the occasion.
The tournament includes volleyball, long jump, high jump ete and altogether 12 teams are participating in volleyball match. In the inaugural match played between K-Noksa and Nyosa-B, the former beat the later.
Forum gathers feedback on prevailing education scenario

RUKSIN, Jul 8: The Legong Banggo Employee Forum (LBEF) of Ruksin on Friday conducted a meeting with teachers of Govt HSS, Bilat and its six feeder schools and took stock of the academic activities.
It is pertinent to mention that the Department of Education has suspended the Principal of Govt HSS, Bilat following dismal performance in Class X examination, 2016 conducted by CBSE.
The meeting presided over by Silley-Oyan Circle Officer, Ocean Gao discussed various problems faced by the primary and secondary schools under Bilat block, Pasighat-West area, including shortage of teachers, infrastructure and transportation and the role of teachers and parents to their children.
Professor David Gao, who explained the objective, said that the LBEF was assessing the educational development of their area in view of the increasing number of students.
The forum will collect feedback from the teachers, guardians and local public leaders for taking up the issues with concern authority.
CO Gao in his address, said that the feedback gathered in the meeting would be discussed in their Forum to chalk out action plan to meet the shortfalls.
Efforts would be made to revive the defunct Anganwadi Centres (ICDS) to ensure pre-primary education to the children, he said.
Moreover, the forum will move the authority to renovate school hostels as there has been no proper transportation facility in the area.
Attending the meeting, Vice principal of Bilat HSS, O Tatting informed that the school has been facing an acute shortage of subject teachers for the last few couple of months.
Power Minister calls for people-friendly tariff
ITANAGAR, Jul 8: Power Minister TN Thongdok urged newly appointed chairman of Arunachal Pradesh State Electricity Regulatory Commission Raghunath Prasad Singh to explore the possibilities of a people-friendly power tariff in Arunachal Pradesh.
Singh assumed office as the chairman of the Commission in a simple function organized at the office of the Power Minister at Niti Vihar here on Friday.
The Arunachal Pradesh State Electricity Regulatory Commission is a Statutory Body constituted by the Govt. of Arunachal Pradesh in 2010 under the provisions of the Indian Electricity Act, 2003.
Thongdok hoped the power sector in Arunachal Pradesh will be immensely benefitted by his vast experience in the field of mega hydropower, thermal and solar Power projects along with power transmission apart from corporate governance at the highest level over the last 33 years. Singh also served the NEEPCO as the Executive Director.
Parliamentary Secretary (Hydropower), Chief Secretary, Commissioner (Power), Chief Engineers of Power and Hydropower, Superintending Engineers of Power Department and the Secretary (APSERC) were present on the occasion.
Maintain capital roads: AACWA
ITANAGAR, Jul 8: The All Arunachal Contractor's Welfare Association (AACWA) has urged the PWD Minister to issue instruction to the PWD (Highway) for renovation of dilapidated capital highway from Banderdewa to Itanagar at the earliest.
Criticizing the highway division of the PWD for its alleged failure to maintain the roads in twin capital city, the Association in a release said that the Highway division has failed to deliver its service except engaging some machineries at few road points, which, according to association, is just an eye wash.
AACWA also exhorted various executing agencies to invite open tenders as per GFR and CPWD manuals for implementation of schemes sanctioned under RE-2015-16 in many departments.
Women against IMFL factory at Niglok
AALO, Jul 8: Several women organizations and NGOs of West Siang, including Aalo unit of Arunachal Pradesh Women Welfare Society, Mothers' Vision and Galo Women Society (GWS), have vehemently opposed any move to establish IMFL factory at Niglok in Pasighat.
Expressing deep concern and anguish over the proposed IMFL distillery and bottling plant at Industrial Growth Centre, they said that industrial area should not be disturbed by such 'unwanted' establishment and that too at a time when all frontal women wings were fighting against drugs and alcoholism across the state.
The women wings have decided to send their protest letters to the government and vowed to fight against the move by joining hands together with like-minded organizations and women wings of East Siang. DIPRO
Students resents delay in investigation
ITANAGAR, Jul 8: All Namsai District Students Union (ANDSU) has expressed resentment over delay in investigation into Chow Pongseng Khamhoo's death case, whose body was recovered from Noa-Dihing three days after his drowning on June 16.
Many days have passed since police had launched investigation. But, there has been no progress so far, lamented the students' union.
Stating that 'Justice delayed is Justice denied,' ANDSU appealed to the higher authorities of the state government to give necessary directive to the investigating officer expedite the investigation to unzip the truth behind Khamhoo's death.
ANDSU suspects that there may have been foul play in Khamhoo's death.
Disaster preparedness meeting at Tawang
TAWANG, Jul 8: A disaster preparedness meeting was held at Tawang on Friday to take stock of the current situation.
Tawang DC, Kashish Mittal asked everyone to maintain utmost vigilance to mitigate any disaster. He said that first and foremost responsibility should be to save lives and then property and also to arrange for relief and rehabilitation works.
The meeting was attended by all HoDs and representatives of Army, SSB and ITBP.
Emphasizing on the importance of fixing responsibilities on individual departments for ensuring clarity of work, the DC asked the concerned departments to identify weak links like buildings, electrical poles at risk so that necessary measures could be taken up to correct those. He also asked the departments to engage genuine people for executing works so that quality could be maintained.
The DFCSO was asked to maintain sufficient stock of PDS items to cater to the needs of people during emergencies. Further, he directed the DDMO to update the district level disaster management plan and also to prepare a schedule for imparting lectures, demonstrations and conducting mock drills at various schools and public places for preparing the people to respond effectively as per the nature of emergency.
Seeking cooperation from the Army, SSB, ITBP, the DC advised them to devise a disaster management plan at their own level too. DIPRO
CCLAPF reiterates for halting eviction
ITANAGAR, Jul 8: Reiterating that the Capital Complex DC was initiating eviction drive on pick and choose basis, the Capital Complex Land Affected People's Forum (CCLAPF) has called on the state government to halt the eviction till a solution is worked out on the land occupation and allotment problem in the Itanagar Capital Complex.
In a memorandum submitted to the Chief Minister, the Forum claimed that the act of the DC to initiate eviction was on the basis of biased and one sided reports of the Department of Housing. It stated that some officers of Housing Department with vested interests are indulging in distorting and misplacing the files related to encroachment and demolition of Govt. structures, whereas the same department is reporting the cases of encroachment and demolition of few other individuals. The DC Capital without verifying and analyzing the real situation at ground level is vigorously initiating the eviction drive, it added.
Seeking for an early solution to the land occupation and allotment problem of the Itanagar Capital Complex, the CCLAPF appealed for an early solution in the interest of the indigenous people. Further, the Forum also requested the CM to pass necessary directives to maintain status-quo till the final decision is taken by the government and form a High Level Enquiry Committee to unearth the truth behind submission of biased and one sided reports by the Department of Housing.
Further, the Forum demanded for early implementation of the Cabinet decision CAB/M-15/1128 on the land issue taken on March 4, 2015 within a month.
It also added that the DC is misusing Section 133 Cr.PC and 138 Cr.PC, and carrying out eviction drive without any advance notices to other party.
Road repaired
ITANAGAR, Jul 8: The residents of Sangrik Happa, VKV, WRD and Gazetteer colony, Chimpu, Ward no. 1, Itanagar Municipal Council repaired the approach road of Govt Primary School, Sangrik Happa on Friday. The road which was piled up with mud because of the heavy rain was leveled.
Officer dies
ITANAGAR, Jul 8: Tango Tana Tara, who was working as superintendent of tax and excise died on Friday at NEIGRMHS, Shillong. Late Tango joined department as inspector in the year 2000 and was promoted to Superintendent in 2010. He was currently posted at Bhalukpong.
The staff of department of tax and excise observed two minute silence as mark of respect to the departed soul. Deputy Commissioner Pebom Bagra remembered late Tango as a kind hearted and soft spoken person.
DEC meeting on natural disasters
SEPPA, Jul 8: A district executive committee meeting on natural disasters was held under the chairmanship of East Kameng DC, Rajeev Takuk here on Thursday. In the meeting discussions were made on reports of recent damage with approval for compensation to the victims of fire accidents and recommended FDR estimates submitted by various departments on public and private properties to the state level.
DDMO, Keshok Dodum also briefed the members on estimates submitted by various departments.
The DC later directed the RWD Assistant Engineer to take up the one Km stretch of road from GHSS to Pacha Hydel. He also asked the PHED AE to lay pipelines wherever it has been damaged within Seppa township. (DIPRO)
Fire damages houses
ITANAGAR, Jul 8: One house was completely gutted while another was partially damaged in a devastating fire which broke out at Longte-Tapu under Leporiang Circle on June 24 last.
A nearby bachelor barrack of 5 units was also partially damaged. The partially damaged house was a government quarter of a teacher of Government Middle School.
Short circuit has been suspected as the cause of the fire which reportedly, broke out at around 10 PM.
The ADC, Jalash Pertin along with police personnel had rushed to the spot to assess the damage while, a detail report of assessment has been sent to the government for financial assistance.
Further, the ADC sanctioned an amount of Rs. 10,000 to one Chera Meya, whose house was completely damaged as an immediate relief.
Protect road, public property: ASM
ITANAGAR, Jul 8: The Anchal Samiti Member, Nirjuli Panchayat has sought protection of roads and public residential areas at Bage Tinali, Nirjuli. In his representation to the Capital DC seeking fund for construction of retaining wall cum proper CC drain, he expressed that the matter was appraised on various occasions to the concern department but no fund has been sanctioned yet.
The areas are rampantly damaged every year due to flood which needs urgent protection measures, the letter reads.
Vodafone 3G service reaches Kamba
ITANAGAR, Jul 8: 3G Vodafone mobile service has been launched at Kamba ADC hqtrs under West Siang on Friday.
Speaking during the launching program, Liromoba MLA, Nyamar Karbak expressed the hope that launching of 3G service in the area will ease the tele-communication predicament of the area.
The MLA, while appreciating the service provider further urged the general public to cooperate with any private company who are ready to invest in the area for overall development of the constituency.
A joint representation was also submitted on the occasion to the officials of Vodafone company by MLA, Nyamar Karbak, ZPM Yomcha Circle, Yiyom Yomcha, Darak Circle ZPM, Yangam Poyom and Liromoba Anchal Chairperson, Pei Jilen wherein they sought installation of Vodafone Mobile Tower at Liromoba, Yomcha and Darak Circle and appealed to the Zonal Business Manager Vodafone India Pvt Ltd. to carry out the survey works for the same at earliest possible time.
Kamba ADC, Penga Tato also assured to provide all possible help from the administration to the company for installation of towers at the said areas.
Among those present on the occasion were Branch Manager, Vodafone Tezpur, Assam, Sudeep Choudary and Assistant Sales Manager Vodafone, Lakhimpur, Assam Zone, Sudapan Nandi besides, ZPMs and various HoDs.

Time to withdraw AFSPA
The demand for repel of controversial Armed Forces Special Powers Act (AFSPA) has gathered momentum with Supreme Court on Friday seeking details of 1,528 alleged fake encounters in Manipur. Most of these encounters were hushed up by invoking AFSPA. The Apex Court further said that army and paramilitary personnel cannot use "excessive and retaliatory force" in the state. A bench of Justices M B Lokur and R K Agarwal also asked the amicus curiae to furnish details of alleged fake encounters in Manipur.
While hearing a petition demanding a probe by the CBI into the alleged encounters, the apex court said it is open to the Army conducting its own inquiries into allegations of fake encounters in the state. The order by apex court will go long way in addressing the issue of fake encounter. AFPSA is blatantly misused by armed forces in insurgency affected region like North East and Kashmir. Many innocent people have lost lives in fake encounter staged by the security forces. It becomes extremely difficult to prosecute the soldiers accused of fake encounters as most of them operate under AFPSA. Under this law the state police needs Centre’s permission before taking any action against the soldiers. For years the civil society bodies and human right groups has been demanding for removal of this draconian law. But successive government at centre has not heeded to demand. Hopefully with intervention of apex court AFPSA will finally be withdrawn.

Jojo; the limping brown dog
Dear Editor,
Finally things have become vividly certain and the painful wait has gone in vain!
Every night he was unleashed and allowed to roam around the house and the colony where he lived, which he was really fond of especially after whole day's faithful and obedient wait.
And every following morning like Hachiko for the last 5 years, he used to get back to home and lie down curled at his usual corner beside the door, seemingly tired from the enervating Night's Watch.
He was even popular among the shopkeepers around Bank Tinali, Itanagar who used to treat him with biscuits and meat every time he visited the place.
But then came the night of 4th of July. As usual Jojo was untied after dinner time
and he moved out for his un-
There is this strong intuitive hunch filled with senses of emotion, which makes me doubt that my JOJO, the great limping brown dog was murdered and butchered by some crook individual for the purpose of satisfying the greed of their dirty and evil appetite whetting for canine meat.
Jojo , the limping brown dog was no progeny of a fancy foreign breed, but more importantly it was a four legged barker who had become an integral and emotionally attached member of my family.
The loss here is not just for the family members but also for the colony whose entire stretch was guarded at night by Jojo and his absence has now left the Night's Watch feebly vulnerable.
And now, the leash he was tied to, the Bowl where he used to devour upon his meal, the Mat where he used to sleep and the family which he was a member of is missing and mourning for their Jojo, the greatest limping brown dog.
The incident is narrated with a purpose to request each and every dwellers of this beautiful hill State to refrain themselves from any kind of animal cruelty and their illegal trafficking and killing.

Wild life conversation and organized poaching
Dear Editor,
Unless the insider groups supporting poaching in Assam is completely eliminated,
rhino poaching could not be controlled. The Central Government needs to work in close
coordination with the state security agency and forest department, intelligence networks
and border security agencies both within the nation as well in coordination with
adjacent China, Myanmar, Nepal and Bangladesh to control rhino poaching. All the
wildlife trafficking routes need to be blocked by judiciously using intelligence
and security forces; local rural communities living adjacent to rhino conservation
areas need to be made stakeholders in the process. The government need to set up
local intelligence units connected with the villagers to provide information about
poachers and poaching unit. This has to be dealt seriously as the money coming from
rhino horns is being used for supporting China backed insurgency in the North East
and other parts of the nation. This is not just the plight and challenge of India;
but the entire continents of Asia and Africa are facing these challenges due to covert
government supported multi-
The new Chinese law for regulation of wildlife products is nothing but eyewash to protect Chinese trade on endangered wildlife products unrestricted. Chinese wildlife black markets represent the world’s largest illegal wildlife markets with several billion dollars as annual turn outs; and are responsible for the decimation of wildlife across the continents of Africa and Asia. Most wildlife products have huge demands in Chinese markets due to local faith on Chinese traditional medicinal practices that uses animal body parts and waste products for treatment of human ailments. On one hand China boots on their conservation efforts in rearing endangered animals like Siberian tigers; while they are suspected to be using state sponsored conservation programs actually to harvest wild animals for promoting lucrative trade on traditional Chinese medicinal products as there is huge demand for that within the nation. China has neither any respect for international laws, sovereignty of other nations or has any respect for the conservation of environment and wildlife other than fueling their immoral greed for material wealth. The current law is a well thought out shield to protect the interest of illegal trafficking and use of wildlife and wildlife products in China at the rise of global criticism of China's role in exploiting endangered wildlife and wildlife products from tiger bones and pelts to rhino horns; and use of several endangered species as food or food products. This will not impact the illegal wildlife trade and trafficking in China, India and South East Asia; but, will have significant negative impact on wildlife conservation across the globe particularly in the developing and under developed and biodiversity rich countries of Asia, Africa and Latin America.
